About JJ

JJ PilotJJ Biel-Goebel is a program manager at the Industry leading Center for Advanced Transportation Technology lab at the University of Maryland. The CATT Lab as it is affectionately called focuses on big data science as it relates to the transportation industry. JJ leads efforts in the manipulation, archrival and visualization of petabyte size datasets used by a variety of companies, government agencies and universities.  Previously JJ was Lead Engineer on the Chinook Integrated Product Team in charge of affordable redesign. As such, JJ has direct leadership of a team of engineers, planners and support personnel on two continents responsible for redesigning large sections of the airframe.  Prior to this position JJ had functional responsibility for over 500 engineers supporting and managed the development and deployment of processes, tools and training on the Chinook Program.  JJ has also held the role of functional process lead within the Mechanical/structural Engineering function at the enterprise level, supporting 4,600 designers and analysts for structures, mechanical/fluid systems, support and training equipment. Learn More.

Project Management

Systems Engineering

–   Directly supported Program Managers, Chief Engineers and Chief Systems Engineers on the implementation strategy of the advance methods for systems engineering in a model based environment and the deployment of relational, parametric design.

–   Consumed customer delivery requirements to develop front-end standards and practices in design suit and stress analysis tools resulting in enterprise wide distribution of over 70 documents and videos.

–   Dissected FARs to create structures repair manual procedures for 787 cargo floor

–   Completed a masters in Systems Engineering and Quality


–   Created dozens of CAD/CAM solutions for medium and large CNC machines

–   Hand lay up of carbon, glass and Kevlar for test article and flight worthy repair

–   Machined high tolerance components with

–   Modeled, printed and assembled parts using various 3D Printers

–   Built several semi autonomous vehicles for various competitions

Integrated Scheduling / Planning

–   Created complex schedules with logic linkages tied to funding packages

–   Created work breakdown structures for several projects ranging from 3 discipline teams to 60 discipline projects

–   Completed critical chain analysis via CASPR and Microsoft Project

Manufacturing Engineering

–   Created dimensional analysis studies on assemblies ranging from 120 parts to over 300 parts

–   Documented assembly build plans, installation build plans and transportation plans

–   Created tool orders and job plans

–   Completed several dimensional analysis courses

Supplier Management

–   Initiated ROI, RFP and supplier selections on several large projects including the creation of supplier evaluation rubrics

–   Managed supplier technical interfaces and issue resolutions

• Migrate lab from startup business model to mid-size business model.

Engineering Lead: Aircraft Structures



Project Leader: Multi-team, multi-company $20mil plus engineering redesign, tool design and production support project.
• Managing tight schedule, workforce planning, buyers, spares, export licensing, financial performance, contractual performance, and task assignments for 3 projects ranging from 5 -14 person international team.
• Coordinating program data delivery, change management, first time quality, domestic suppliers, foreign suppliers, USG customers, DOD Supply Chain, quality assurance and tooling integration for over 1000 parts.
• Deconstructed Army and Air Force aviation customer needs to develop long range plans, mission critical milestones, program tier V schedules and staffing projections for new thermal critical composite flight test programs conducted out of Blue Grass Army Depot.
